Miles Harrison
Manager, Global Policy
Focus: Export Controls, Investment Regulations, Sanctions, Western Hemisphere
Miles Harrison is a Manager of Global Policy at the Semiconductor Industry Association (SIA), focused on SIA’s national security policy agenda, including export controls, sanctions, and foreign investment regulations, as well as Western Hemisphere affairs.
Prior to SIA, Miles served at the U.S. Department of State, where he led the services and digital trade portfolio in the Bureau of Economic and Business Affairs (EB) and acted as the EU digital economy lead in the Bureau of European and Eurasian Affairs (EUR). In both roles, he coordinated between executive branch agencies, U.S. embassies, foreign governments, and the private sector on policy solutions to open markets and support U.S. technological leadership. Miles also served in the Department of Commerce’s Bureau of Industry and Security (BIS), where he analyzed and implemented U.S. export control policy.
Earlier, Miles was a Director for financial services at FTI Consulting, based in London, and worked on business development at the Albright Stonebridge Group. He holds a M.S. from the University of Oxford and a B.A. from the University of St Andrews, where he studied International Relations, Russian, and Economics. He speaks Russian.
